The Configuration Manager must produce the Technology Asset And Configuration Management Plan. The scope of the process and its requirements must be detailed. Configuration Manager must plan and define the approach to identify the technology configurable items, what information must be recorded for each technology configuration item, unique naming conventions, labeling methods, etc. Baselining process must be established. For every technology configuration item, Configuration Manager must define the rationale for baselining; and the associated authorizations that would be required for the same. Norms for labelling each baseline should be stated. The Configuration Manager must identify engagement directory structure and the access rights for each defined role.

It is the responsibility of the Configuration Manager to ensure that the technology assets and configuration items are under control and the overall technology configuration management system is maintained. For the technology assets under scope, managing and controlling used and unused assets, maintaining asset relationships, managing accuracy of financial details, etc. should be planned for. The Configuration Manager must also plan for status accounting of the technology assets and configuration items.

Audits to be conducted on technology configuration items must be planned for. This should include audit frequency, auditor selection, etc. The Configuration Manager must also plan for driving improvement programs for Technology Configuration Management, in addition to planning for monitoring and reporting the status of Technology Asset And Configuration Management process.
